You can access Shing Jea Island by going to the docks outside of The Marketplace outpost in Kaineng City. This will land you in Seitung Harbor, from which you can get directly to Shing Jea Monastery and Minister Cho's Estate from there, and Zen Daijun one explorable area from the harbor.

If you need a map or directions, just check on wiki. Once you're in Seitung it should be pretty easy for someone who's done the two missions before.

^ yes this is true. You must speak to First Mate Xiang at the Kaineng Docks, who will tell you that there's little to do in Shing Jea for foreign-born characters..

yeah also when you get to Shing Jea island you will have to run yourself to the monastry from the nearest outpost
